Governor Rose Mofford issues Executive Order
89-23 establishing the Head Injury Task
Force and authorizing a statewide needs
assessment regarding traumatic brain injuries.
1991
The Task Force recommendations are used
to develop legislation to address the needs
of individuals with traumatic brain injuries.
A strong link between the causes and consequences
of brain and spinal cord injuries leads
to the inclusion of both disabilities in
the initiative.
1992
The Arizona Legislature enacts statutes
to create the Arizona’s Governor's
Council on Spinal and Head Injuries (A.R.S.
§41-3201) and establish
the responsibilities of the Council (A.R.S.
§41-3202).
In addition, a statute (A.R.S.
§41-3203) is
enacted that establishes the Spinal and
Head Injuries Trust Fund, which is funded
by a surcharge on civil and criminal offenses,
to address the needs of individuals with
brain and spinal injuries throughout the
state.
Today
The Arizona Governor’s Council on
Spinal and Head Injuries oversees the expenditures
of the Trust Fund to provide client services,
education and prevention programs. Recognizing
that the Trust Fund will not meet all of
the identified needs of the constituents,
the Council maximizes its resources through
strategic partnerships and blended funding
approaches.
